When the Howard government was elected in 1996, they had already made the secret decision that the CES was to be closed down and its functions handed over to private sector mates as a milk cow. Packages were available to all who wanted one. All through this the govt. kept saying that the CES would continue. It didn't.
Dept of Social Security was turned into Centrelink and packages, to my observation, were restricted to manager's relatives and concubines, notorious brown nosers, officers who were so inefficient even management noticed, and those officers who were a thorn in management's side. As a general rule, no-one over 55 was to receive a package, and I was over 55. Anyone who was productive and efficient was needed to do the work so they would not get an offer. Morale sank to the basement and staff started digging. There has been little improvement since with staff entrances virtually revolving doors.
