I'm in Qld and if I was selling to someone from the ACT do I need our forms/ their forms or what ?

When I bought my Disco1 from NSW, we went to their Dept of Transport and filled out a form to say I was the new owner. All that meant was that any tickets issued from that time went to me (as it happens I got one on the way home!).
When I handed the NSW plates into Qld Transport I used that form to show ownership to get the Qld rego in my name.
Possibly Qld has the same form on our end (from memory we don't).
Before I bought the car I called Qld Transport and asked what they required. They were quite helpful.
You need to do exactly the same as if you were selling the car in your own state - ie give a receipt and complete the relevant section on your rego document - it is up to the buyer to do the rest.
I bought my Freelander across the border from the ACT in NSW. I just recieved a receipt and the relevant section of the NSW rego document - the previous owner sent in their section the the NSW RTA.
I then took the Freelander to an ACT rego station for a road worthy and took the car and roadworthy to the rego office - there the car had to go for an identity check - in the ACT all interstate vehicles being registered have to go for an identity (rebirthing) check.
Once cleared I just took the receipt, the RWC, the identity check paperwork and the NSW number plates to the office and paid the substantial $$$$.
So no special paper work was required to be provided by the seller - just a receipt and the relevant tear off piece off the rego papers.
Your new owner will just have to clarify how will they get the car to the ACT - if it is drive - you can hold off submitting the sold section of the rego document so in effect the person as far as rego is concerned is driving your car - not an issue if you sell the car on Sat.
Other option is to get a permit but ACT permits without an ACT RWC only apply for one day - maybe get a QLD permit.

In NSW on the back of the rego papers is a section you fill out with the new owners details and also a section "notification of dissposel of the vehicle" that tears off, you then send that off to the RTA.
There could be a seperate form now, that needs to be filled in, that's for NSW anyway.
QLD may have a similar system, but i think it's the same no mater if selling local or interstate.
It's bin a while since i did it.

Complete a transfer of registration form F3520 (Qd) and give the new owner their copy, also keep your copy of the transfer for proof. Give them a receipt for the funds and also a Qld Safety Certificate, only because you are not meant to sell a registered vehicle in Qld without one and it also protects you as it is a legal document, and that is all you need to do, it is up to them to organise the transfer or to change the rego over in the state that they live.

Queensland insists on a safety certificate before you advertise it for sale. Not having one renders you liable for a $375 fine.
This is to keep unsafe cars off the road.If you fail to display a safety certificate on the vehicle from the moment you offer it for sale you will receive an on-the-spot fine of A$375.
The safety certificate is designed to offer buyers better protection. A vehicle with a safety certificate has undergone a safety inspection before being offered for sale, so buyers can be sure the vehicle is safe to drive. This means there will be fewer unsafe vehicles on Queensland roads, reducing the likelihood of crashes caused by defective vehicles.
Note they don't need an inspection if you keep the car registered in your name for 50 years or longer!
I emailed Qld Transport to ask how I get an inspection certificate if the car is interstate when I want to sell it. No reply.
Their site doesn't cover selling it interstate.

I guess this is why one sees currently registered Qld vehicles being sold unregistered. I never did understand that until I saw the above page.

Complete Tfr of rego form with buyer, keep the red side of the form
Remove plates and hand these in to QT
Have the buyer get a unregistered vehicle permit if they intend to drive the car.
This protects you from their speeding fines, renewing the rego or anything else. May also result in a refund, depending on how much is left on the rego.
Other things to note,
a QLD Safety Certificate won't be recognised anywhere else

It is the buyers responsibilty to get it registered in their home state, with a Safety Certificate / RWC.
You only need to issue a receipt and get transfer of registration form F3520 (Qd) (as Hotspur said). It may help them to re-register if they have a copy of your rego paper.

You can't get a QLD Safety Certificte if the vehicle is interstate. You would need to follow similar process, i.e. send plates back to QT and get RWC from wherever the vehicle is domiciled (I'm assuming it's NSW).
