I would be looking at the difference between what you can buy a new car for at work with your discount, and what that same car is fetching on the second-hand market with 15,000km on it and one year old. The state government instrumentality where my wife works makes a PROFIT on their fleet cars- they get the fleet price and tax exemption, use them for a short time and sell them with 15k on them. The real bonus is that they are getting the very best part of the car's life- they never have to get anything fixed. I was given to understand that this is why the government fleets stopped buying just plain white cars- they don't sell as well later. They get cars with some appeal to the private buyer.
This being said, they appear to be in the process of changing that policy due to falling used-car prices. So I would be doing some careful research.
