I know the original question was from Victoria, but if you are going to make a non L/S trailer in Qld, there are some fairly defined guidelines about it (individual axles carrying 120% of load, etc.). I would imagine the other states would be similar. A mate of mine tried to register a trailer with no suspension (trying to keep it low) and got refused.
Check you state regs carefully
