Not sure if it is sand or water vapour. If it was sand - the beaches wouldn't last very long!

That's what I was confused about. The surf didn't look aggressive or rough enough to generate that much spindrift.

The worst case, even worse than sand then, is that it is the water laden wind that is being forced up by the towers, cooling, and turning into mist. A man-made rain shadow.

Pretty sure it's water vapour. I saw it recently somewhere else.
