Look, this has been going on in Aus on international stuff for more than 8 years. It was installed at the Telstra building in Paddington in about 2000-2001. The code name was Hummingbird. The US installed a similar system even earlier.
However, in both the US and AUS cases, it's for the govt. to monitor the internet. The USA had Carnivore, then Echelon.
