It has a local part number (RAA602) so someone out here makes it for Land Rover.
I know in the past ARB have designed & made parts for Land Rover Australia to be sold as "genuine" parts so I assumed it might still have been the case.

There was a conversation!

Later (td5) on defender bars were made by a Sydney based company and fitted pre-delivery.

They are NOT any type of ARB construction, For OEM or otherwise!

This was from a tech at Arb head office some years ago.
