If everything is set up correctly memory map will create the license folder when you run it the first time. The PC is giving the error message because it can't find the license folder in the root directory of your SD card.

    Memory Map

I run Memory Map on my PC, Laptop and Smartphone, all with one license. I also use Memory Map nautical charts on the same devices. MM has an App that lets it run on IPhone and IPad as well as a Beta App for Android. Newer models of Navman also accommodate Memory Map. I also have an older Navman navigator but honestly, If you can port it to a smartphone, tablet or laptop as well as a PC, all on one license why would you bother porting it to a CE device. Cheers, Rick.

You won't need an external gps receiver if the Samsungs have inbuilt gps.
