The system disables the vehicle until it's topped up as per the warning levels explained at the link kelvo posted.
This is how LR has chosen to comply with Euro6. I guess eventually there'll be a workaround, a bit like EGR but seems pretty easy to keep topped up.

I am guessing that it uses a high pressure pump which is damaged if it runs dry?

Edit - just did a quick Google and the VW 2.0 adblue pump is a $1200 part when it runs dry or jams due to "backyard" adblue

This is correct, but it would also no longer meet Euro 6 emission regulations, which in turn makes it unroadworthy.

If the vehicle manufacturers allowed them to be able to run with 'non operational' emission equipment they would be liable to fines/prosecution.

I don't think this applies to MY16 D4 here in OZ?

I have a 2016 build MY16 D4 - no Adblue. According to the manual you can tell by the presence of the additional filler cap along side the fuel filler.

And at 1L per 1600kms, not like you use it quickly.
