That hitch is different to my Mitch Hitch. Mine doesn't extend past the top of the hole for the plugs but yours has an upper extension with a stiffener plate. I don't know what that would be for.
Neither part should have enough movement to allow them to touch so hopefully it is the result of stones lodging in the gap, which my car doesn't have due to the lack of that upper plate. Plenty of stones lodge in every other crevice so it is a possibility with that design.
