I'm not saying they necessarily act on your behalf, but they will if enough people report a similar thing.
I have used the ACG in the past(reported a business) and just last week, after trying at the retailer end, called up the head office of the retailer that didnt want to play ball, explained my rights under the ACG and after some hagling got my bike fixed at the store closest to me, not the exact one I purchased at and without the labour they wanted to charge me (within warranty period)
I was even within my rights to request a replacement or a refund due to the level of issue, but was happy with a repair this time.
Companies know the ACG and will usually act if someone knows it, mentions their rights etc.
They generally don't want the bad publicity of not allowing people to exercise their rights under the ACG and ending up on a current affair. But as we know there are exceptions.
The state based systems mimic the ACCC for ACG generally.

I agree you will have better luck dealing with fair trading for example then ACCC so i agree on that point.
The important thing to remember is to know your rights under ACCC's AGC.
