The fuel cap retention cord does not foul on the actuator.
It fouls on the protusion (see dotted circle on picture) built into the flap that some people use to rest the fuel cap on to stop it dangling when refuelling.
If the retention cord is pointing 'up' instead of 'down' (like in the picture) then when the flap is closed it can catch in that 'hook' like protusion, preventing the flap from springing open when the release actuator fires.
Note this is from a D4, I'm assuming it's basically identical to the RRS.
