I'd respectfully disagree. I've driven a couple of different generations of the Prius and variants, here and in Japan, and they are genuinely economical - I got under 3l/100km on one trip and 5l/100km on a 800km trip in country Victoria, keeping in mind that hybrids are most effective in stop/start traffic. So, I'd suggest that in the real world they're actually pretty effective. And given that I've seen a few for sale with over 500,000kms on them it'd appear that their relative complexity doesn't mean that they're unreliable.
And, from a quick google, it would appear that it's now only plug in hybrids and full electric vehicles that are currently exempt from the London congestion charge.
