You'd be able to tell by wear on the interior from entering and exiting if it had done a lot of say daily 5km trips. I'd want a better photo of the drivers seat. Doesn't seem to be any door dings from the shops or school run though.
It's not inconceivable that a car can have such low Km's as I have VW Golf 2005 that just ticked over 40000 this week. Only driven on weekends as I have a work car and the Mrs catches public transport.
What I will say is that low km's over that period will not exempt you from all the typical issues a model run will have. They can appear regardless of KM's solely down to age. Also check the tyres date they may have good tread but be old and past it.
