I haven't done any work with the TCU or engine management stuff on the older systems.
What I can tell you is that harsh low range gear changes on the later P38 and D2 with the 4HP22 and 4HP24 is perfectly normal.
A number of maps controlling the shift in low range seen to be designed for quick changes with little detorque and shift pressure modulation.
So it may be fine... I'd suggest it was to try and replicate semi "manual box" performance in low speed off road situations.

My GEMS had it on the old box as well. The new box also clunks in high, that is more worrying
