I recall there used to be a way to shift them out of centre bracket but being over 40 years since I did do anything there, can't remember - ol'timers doesn't help. 
 
  
	 
 On a pushbike we always used to undo the nut a little bit then hit it with a hammer.

Maybe a G-clamp and a socket small enough to sit over the cotter pin.
