No that's a 4 spoke wheel that started in 1950 and finished in 1966. EDIT: this seems to already have been sorted.

BTW the small rectangular plate to the LHS of the instrument binnacle will be either the "The Rover Co. Ltd." plate or one of the later distributor plates. (middle image below)
