There are two possible issues - firstly, Series 1s were assembled by different importers in each capital, at least initially, and I think that Annand and Thompson continued to do so into Series 2 production. The numbers were stamped by the assembler, and they were not consistent with where they did it even internally. You have to remember that this was a time when not every car had a chassis number - the engine number was the important number, so less care was taken with the chassis number.
Secondly, particularly if the chassis is either rusty or has been repainted, you may have to wire brush it back to bare metal to see the number, so it could be in one of the places you have looked.
