The iron phosphate stays on as a protective film under the epoxy or paint.
An alternative to a wire brush is molasses & is "kinder" but much slower. It may suit your bolts.
I had to use an orbital sander to finish there so there was no point.
As the degenerated chrome surface area was small, it suited me. Any bigger I would have explored powdercoating.
Where are you? There's a ripper place in Altona (where else??) for chemicals : degreaser, paint stripper, solvents, rust treatments, hand cleaner etc. They make them but have a wholesdale "direct to the public" shop. Cheap but very high quality stuff. Anyone can PM me if interested.
