The VW is a significantly smaller engine than the Rover engine, so the first question would be - is it big enough? Your comment that it is "not too big" suggests this may be a worry. The Donaldson probably does a better job of cleaning the air, but may restrict it a bit much.
I would not be enthused about a mudguard mounted unit, mainly because of access to the engine. It couold also run foul of increasing fuss about driver visibility and pedestrian safety. The 2a I owned with a VH44 had it in the LH mudguard as you suggest.
