    Yes. Did you measure the bearing preload before you removed the speedo drive housing? It doesn't actually have to be removed to change the seal.

    That shaft should be oily. It is inside the transfer case.

    The manual doesn't say you have to when overhauling the speedo housing, why would that have changed?

    Because a loose or badly adjusted bearing may be the cause of the flogged seal. To measure the correct preload you have to remove the bottom of the transfer case or you may be able to do it by removing the plate on top. (See workshop manual).

    If you had any wobble on the shaft before you took off the speedo drive housing, it would indicate insufficient preload on the bearings. A wobbly shaft will wear the seal and cause it to leak oil.
