These are notoriously difficult. A couple of ideas that might help.
See if you can get a hacksaw blade into the gap round the relay to loosen the rust.
Making up a suitable jig so as to provide a platform for a large jack under the relay, with heavy plate members on top of the chassis to spread the load. Don't jack onto the shaft, but onto the body of the relay,
Obviously, oil in the gap will help, but perhaps before getting it oily maybe soak in molasses solution for a few days and then flush it out with a pressure washer.
