These are notoriously difficult. A couple of ideas that might help.

See if you can get a hacksaw blade into the gap round the relay to loosen the rust.

Making up a suitable jig so as to provide a platform for a large jack under the relay, with heavy plate members on top of the chassis to spread the load. Don't jack onto the shaft, but onto the body of the relay,

Obviously, oil in the gap will help, but perhaps before getting it oily maybe soak in molasses solution for a few days and then flush it out with a pressure washer.

Hope this helps - they are just ideas - some years back I converted a chassis to a farm trailer - it still has the relay fitted!

Take a look at timnz's thread. He tackled this fairly recently.

I tried the above methods over several weeks.
The relay is on the front section I cut off another chassis to use on my series 3,
so was lucky to be able to take it to a mate with a large press.
lots of pressure then , crack, it moved, so a few more pumps, and it was moving, along with the tube it sits in !!!!!
It came out, with the tube it sits in. I now have to replace the tube.
So, my advice, leave it where it is. you can still with a lot of care, using suggested methods on Series Forums, remove it. Clean and check components and put things back together in Situ.
