It doesn't need seatbelts in VIC until 1971.
I can't help with a roadworthy tester but I'd be taking or sending a few pictures rather than getting it towed to different testers (sounds expensive).
The rear seats look a bit unusual (certainly not original), the backs are too low so I'm not sure you'd get it signed off for more than 3 seats plus you might need to remove the rears.
The front wing 'cut' might also cause some concern. The Series II had a similar cut to the front wings but not as high as on your vehicle.
