By 76 design rules, I believe, specified the number of seats in a vehicle (so if not original, you should need to get engineering approval - but if the number of seats is not on the compliance plate, there is no way it can be shown they were not original!). The side rear seats were optional in Landrovers from 1948 into the nineties, and I am pretty certain that in at least some states they did not require seat belts in 1976 (and hence do not need to be fitted today). But you would need to enquire from the local authority - if you gave your location, you might be able to get some more definite information from others here. Fitting seat belts to them would require engineering approval, but is probably a good idea.
