The clutch provides the slip between the ring gear and the starter when the engine is running and the starter is engaged.
On mine the starter would work ie it would spin but the teeth would not turn the engine, there were odd sounds and sometimes the clutch would bite and the engine would start - sometimes took a while. In the end the clutch just slipped with the engine not turning over.
The clutch is a standard part from Land Rover - I got mine from British Motor Imports in Sydney for about $95. Easy to put in if you are mechanically minded. I took the opportunity to have the rest of the starter reconditioned so worked out a bit more expensive.
I am not sure bench testing will show this problem up as the clutch will still have enough friction to spin with no load.
