I suspect you are right.
My 1971 4 cylinder Land Rover engine has it (as you can see) and the 1973 Holden V8 I have in the other vehicle has it so I assume, too, that the emission control came in in the early 1970's.

late 72 is the cut off for OEM non emissions.
the first step was crankcase ventilation back to the inlet which is what you have setup there
the next step was carbon canisters on the fuel tanks with sealed fillers (this is the bit your missing)
