I suspect the resistor was there to drop the voltage to 9V to suit the bulb that was there.
Re the ammeter, wiring it will depend on the type of ammeter you have. Some use a shunt which measures a very small voltage drop across the shunt. I prefer this method as it means you only need to run light gauge wiring to/from the meter. Typically, the shunt should be matched to the meter and be rated for the maximum current drawn through it.
The other type of ammeter goes in series with the load and means that very heavy wiring must go to and from the meter.
Does the ammeter have any markings that you can google ? I'm not aware of defenders having an ammeter provided as standard equipment.
