The VSS also runs the speedo , so if the speedo works the VSS does.The article notes that the ECU has a safety mode. Basically if the VSS (vehicle speed sensor) shows an overspeed it will prevent acceleration..
I think you may have misinterpreted the VSS thing. There is a speed limiter at 180Kmh in the ECU, and if the VSS shows more than that the fuel is cut off.
I cannot see how the VSS could fail and show a high speed as AFAIK it is just a disc with magnets that provises 3? pulses per rotation.

Check your TPS for voltage .....
