There is adjustment that can be done by using shims, a couple of examples:
To bring the belt forward and away from the engine block if the belt is running towards the back of the other pulley's, fit a shim between the harmonic pulley and the crankshaft.
If the belt is running too far forward and running at the front of the waterpump pulley, move the belt away from the water pump. To do this a shim is then fitted between the waterpump pulley and the waterpump's hub.
The thickness of the shim is determined by those 'measurements' [sic] and the thickness is the same as the amount the pulley is out of line by.

But the timing cover bearing certainly doesnt sound happy & does wobble
That would be the number one thing to replace in your case ( pun definitely intended ).
That bearing may spin free enough while unloaded when the tension of the belt is lifted, but could partially seize as it warms up when the belt tension is present. IMHO these sealed bearings often don't have enough grease in them from the factory. ( I'm also guilty your honour, of lifting the seal and squirting some more grease into a brand new bearing. )
The last thing to know about alignment, is the way a belt behave when the axial alignment of the shaft's is out.
....................The belt climbs to the high side!
Having used as a dairy farmer on a daily basis, flat belts on chaff cutters and saw benches. I was shown this years before I had read any theory about it.
sourced some sensor's so sensible
Went shopping today in the AULRO shop and ordered not one but many sensors! :)
Have put a order in with Dave's Interesting Things for three sets for myself and another three for some friends, all for 300 TDi's.
After hearing about then seeing that cooked 300TDi motor the other day, I think they are cheap insurance
