Yes - you machine or grind or cut the welds out, then turn the centre around. You then have to weld up the old valve holes and drill new ones.
You can increase the offset quite a bit without flipping them.
What do you actually do to flip a rim?
I assume you flip the centers to get more offset.
Does the valve then end up on the inside?

Rather than flipping them if theres the length in the cross section, just push it further in. Would save welding and drilling.

while there not disco rims here is an example of flipped rims, you can see the outers are the 'wrong' way round now. IIRC you can get around the 90-100mm B/S without flipping (feel free to correct me if i'm wrong, its been awhile since i've sussed out standard rims!)
