I saw that ad as well - I have an identical Freelander for 7 years and have never heard of a body control module. There is a Engine Control Module, there is an ABS Control Module and there is a Security System module and they all talk to each other but I have never heard of a Body Control Module.
Also - most ads for cars cover the usual sort of thing such as good condition, never been offroad etc - bit why would they say never been drowned or never been near salt water - that rings alarm bells for me - maybe it did get dunked just a little.
I would not think if it was an ECU it would be worth $4000, and if he can get one for $180 well why does he not get it put in so the car is drivable - would make the car a whole lot easier to sell.
I smell something smelly but an inspection would clear any doubts.
Make sure it still has the VCU connected and ask when it was replaced. Also any noises from the IRD.
