Could something be done with Venetian Blind type of setup? It would have to be more substantial of course.

The problem with the Venetian blind type is that they are pivoted in the centre of the slat and the water pressure on half the slat would likely overcome any device you had to close them and force them open rendering the system useless.
With the overlapping lip and top hinge design the water pressure would tend to force them closed, although there would be some leakage (unless each slat had a rubber seal). It may even be possible to use the water pressure itself to close the slats and once your out the return spring will open them up again.
You won't find me on: faceplant; Scipe; Infragam; LumpedIn; ShapCnat or Twitting. I'm just not that interesting.
