Sure is about cost. Though the Government is gradually fixing that through the ADRs. Manufacturers only concentrate on costs so whatever is cheapest is the go. Remember the 70's when brake fade was a big issue? Since then things have been improving albeit very slowly.

The thing I don't like apart from increased rotor wear is hard pads need to warm up before becomng effective at braking. So if you leave home in the car with everything still cold and find you have to pull up quickly, chances are you won't. With good open style mag wheels and soft pads, should never have brake fade through heat.

I've never had a problem myself as I like to make the most of engine braking, but I know a lot of drivers of automatic cars who would not even think about changing down to help the brakes.
Seeing the condition of some brakes on the "city" Land Rovers, I think they're driven like racing cars (only 2 speeds - if it's not flat out, it's hard on the brakes ).

Careful.... I'm one of them... but is rare to be on the brakes unless there's a good possiblility of collision or too much pace for an inconvenient swerve in the road (like roundabouts). Good fun though !

You swerve for these 8O !! 8O . Landys go straight over most of the ones in Sydney like they're not even there .

No our council got sick of us treating them like that so they build two foot high boarders around them so you have no option but to swerve. Certainly gets the old duelers howling a bit though....
