My experience with two D2s.
The lights will go away usually with a restart if the system has not recorded over a certain number of faults, eventually they stay on.
You are really stabbing in the dark with out reading the faults. The ecu will tell you exactly where to go. I have sorted the amego issue on my '99 and mates '02 and the fault codes point to the cause.
My 99 was recording the shuttle value faults, the internal plug bypass modification to the ABS modulator fixed it.
Mates '02 was recording left front sensor faults. tried a couple things, ended up removing the plug for the sensor wire, (soldered it) to solve it.
Without access to the faults, you might try checking (remove and clean) all the connectors for the ABS sensors, I also remember people have issues with certain brands of disks & pads. Make sure the sensors are in correctly.
My understanding is that if the lights are on the ABS & TC will still work but it may be in a reduced function.

. I have changed the rear calipers, brake lines and pads on the TR and now the dash warning lights are coming on (ABS and TC). The funny thing is, they are coming on intermittently, i.e. they disappear after a while only to reappear again shortly afterwards. ABS is functioning as usual, haven't had an opportunity yet to check TC as well, but I assume it will be working as the ABS does.
