There is plenty of reference material regarding bolt torques on the internet, these links are just a couple. I would be using locktite as well to make sure it doesn't come undone. ( use the lubed torque value, if you have only a dry assembly torque reduce the torque by 10-15% for the "lubed " value). Normal machine bolt for engine /gearbox etc is grade 8.8 or similar.
Don't worry to much about the matt finish, The shaft is slow moving and only "rocks". The matt finish might be to help retain some lubricant etc.
