I am 99% sure the regulator is internal as for out put voltage it should be a min of 13.8 and a max of 14.5 have seen toyota's with a stuffed regulator put out 17 volts.

Why do you ask?? having problems also the alternator on the v8 can put out 130 amps the tdi5 120 amps

If your alternator is putting out 16.4V, that will explain why you needed a new battery (and you'll soon need another one) - but the regulator in the alternator is probably replaceable, and it is possibly only a poor contact between the regulator and the alternator (internal to the alternator). I would be inclined to get the alternator fixed unless you can source a cheap replacement - talk to the local auto electrician.
