My Defender has the same copper washer fitted to the sump plug that was there when I purchased it (about 18 years ago), re-annealed every service.
A lot of the copper washers supplied new are are 'hard' or 'half hard' so don't actually seal properly so most new washers I anneal as well.
I do the same on brake flexi copper washers. On a Series I master cylinder years back I used the copper washer in the kit and the bloody thing wouldn't seal, annealed the original and re-fitted it and it's still there today 10 years later.
Cheap skate ? Yes, and SWMBO will confirm it in writing if you want.......
