On this line of thinking, it has been discussed elsewhere to just put a 12v starter in and run it on 24v - zoom zoom.
Now I would put my 24v solenoid so that would be OK and the thought is that given the heavy duty nature of the wiring (the wiring in my 12v armature looks the same as wiring in the 24v armature) and the short duration of use when starting a 12v starter might be OK.
Any thoughts?

No, I am referring to the laminations of the armature core, not the copper windings. With the age of it the only way it will have a "polished" appearance is by rubbing on the pole pieces. Have you checked how worn the bushes are? The only way those marks that appear on the top of the commutator risers got there is by rubbing on something. If a brush had got "stuck", then there would be burnt flash marks where it attempted to conduct current across what would have been a small gap to start with.
The 12 volt solenoid will work on 24 volts, but probably get very hot very quickly. But you posted that you have some NOS solenoids, so aren't they 24 volt? Also, what about just using the spare 12 volt armature to rebuild the 24 volt starter. Not sure what the difference in resistance is, more than likely the main difference is in the number of winding turns in the field poles, rather than much difference with armature resistance.
I contacted AJ in Melbourne and he does not have any 24v starters but he does have new 24v armatures [bigsmile1] for a good price.
So as the stator and its field windings all look OK - I am going to put the new armature in, clean up the good 12v cap with its good brushes and put it all together.
I have tested the bearings and they all seem good with no excess movement.
We will see.

While the brushes I have are probably OK I think I should put in a new set. However the brushes are the early Lucas wedge style and I cannot find anyone who sells them. There are plenty of the post 86 Bosch style that are a rectangular/block style but not found any of the early Lucas style like in the pic below.
Any ideas on who might sell these early wedge style starter brushes?

No idea where you might buy the correct brushes, but if you can find some bigger ones made from similar material, it is not a big job to shape them down to fit. What may be a bigger problem is find some with the correct leads and connection lugs. Many years since I worked on these things, but even back then we sometimes had to make up odd sizes.
I have found out the early V8 starter bushes and the same as the starter bushes in a Series 3/2a (I assume 4 cylinder).

Hmm, I guess you are getting sick of this project, but you have written BUSHES? I guess you mean BRUSHES? Have you tried Bare Co? I know they are tractor parts dealers, but they import a lot of odd parts and may know where if they don't have them.

put AAU1405 into Google. All the usual suspects have them, but none of them mention fitting a 24 volt V8?

Yes was just a typo - supposed to be brushes.
All Fourx4 comes up when you google AAU1405 as having them in stock.
Interestingly I was there on Wednesday after the brushes before I realised there were different starters. They initially gave me the newer Bosch type. Unfortunately like the dealers All Fourx4 have gone to Vin based searches and the brushes I wanted did not come up - they got the RRC parts book out and found the brushes but they were as a complete part with the cap and not carried. Further searches did not show anything.
I guess I needed to know that the brushes were the same as those in the series 3 and point the search in that direction - I wanted to have a look up in their used old Landrover parts shelves that customers had access to but I was not able to do so.
While I accept the buyers should have as much information as possible, it is not always possible.
