Just adding my 2 cents worth in an old thread I found, I sent an email to the DPI (WA) about the legalities of mounting spot lights above the windscreen and heres the email I got back

    Dear Duncan,

    Thank you for your email.

Spot lights mounted over the windscreen is OK provided the following are adhered to:

    - All spotlights mount on the forward half of the vehicle.

    - All spot lights wired into theHigh Beam Circuit with an independant isolating swith to extinguish spotlights when switching to Low Beam.

    - Maximum of six globes burning when High Beam illuminated.

    - Driver must ensure there is not undue glare off the bonnet that may create hazardous driving conditions for the operator.

If you require any further information please do not hesitate to reply to this email. Alternatively you can visit our website, www.dpi.wa.gov.au/licensing or call our Customer Contact Centre on 13 11 56 (inside WA) or 08 9427 6404 (outside WA).

I was getting very frustrated with the glare on the bonnet and tried a couple of methods to reduce it.
Masking off the bottom third of the lights with black tape was the first attempt which had a certain amount of success. But I decided that after spending a fortune of a decent set of IPF's why should I restrict the ammount of light out put!
These sheet aluminium 'deflectors' were my next attempt and apart from the goober looking stares I get from my mates I am very happy with the effect they have on eliminating the bonnet glare.
The traditional matt black bonnet sticker also plays it's part.

These are secured with the original bezal fixing screws and also have a strip of the industrial strength Velcro on the bottom edge.

    Minus features.
    Looks daft.
Retains water for a while when standing still.
Can't fix the plastic light covers.

There is a removable stripe running down the side of the windsheild seal which you can run a few wires under.
Alternatively you can run the wires through a protective sleeve and run them down the outside of the windsheild pillar secured by rubber lined 'P' clips screwed into the rubber surround. I have this set-up on my Discovery for the past 8 years and it's a very neat and practicle solution.
I was a tad doubius if the self tapping screws would hold in the rubber but so far everything is just fine.

Then you'll have the issue of glare on the bonnet to contend with! I found the matt black sticker/paint is the best solution but still it's distracting. If you can get the lights far enough back then the shadow from the roof should help overcome to problem....thats the beauty of the Disco's stepped roof.
    hay,

yhea i have seen it done down that way but the only prob is the d1 does not have the piller cover like the d2
    bummer
    cheers
