What's illegal is that dullbird has used an apostrophe in a plural and you haven't used one in a contraction!

    phil's having contractions.....??!!??

dullbird......whats the problem.....you dont have enough space to mount the relays......?
or you just not sure where to put them.......?

the higher they are the better.......keeps them a bit dryer during water crossings........

the best way to do things is to keep the lengths of cabling as short as possible......
the shorter it is.......the less resistance it will have.....the brighter and more efficiently the lights will work......
so try and keep the power leads as short as possible......i would say......mount the relays close to the battery side of the underbonnet.......
