As suggested the problem will be either :-
1. Actuator rusted up (not that common in Australia but the same effect is possible with a damaged boot when it fills up with dust. (dissassemble, clean, lubricate, replace boot if necessary, reassemble)
2. Leaking rear transfer case seal and the whole ot is gummed up with oil. (replace seal, replace shoes, clean up, reassemble)
Removing the drum (you don't even have to remove the prop shaft) will tell you which it is.
