not so much as they are spark ignition and draw a fuel and air mix into the cylinder. IT has the potential to happen as the spark arrives BTDC and could fire it off fast enough to cause the same problem but typically if that was the case your timing would be out enough to cause it to not start in the first place.
Its good for clearing out a flooded petrol if you can get it to fire on it but thats about it, In petrols you can use just about anything to get em to go from carby cleaner through to avgas . But as a petrol isnt relying on compression to cause ignition in theory holding a petrol soaked rag loosely over the intake should get it to fire up if everything else is ok.
