1: Depends on what you want. Originally they were the same type of paint as the rest of the vehicle, so for originality you would do the same. Powder coating is good but expensive, dip galvanising, and probably no more expensive.
2: Dip Galvanising
3: No. Depending on model and vintage the "correct" colour is either body colour or bronze green or limestone from memory. Plain white was never a standard colour for either body or wheels.
