I'd try to get a late 96 - 99 model. Simply because a lot of the 300Tdi timing belt issues had been fixed by then. I regularly get 9.5-10L/100Km on the highway and 14-15L/100Km towing a 1.8t float with my 5 speed manual. I couldn't be happier with it's performance.
Have a look for rust around the alpine windows (first sign will be bumpy, hard rubber seals) & check under the front carpets for rust or moisture. If the carpets are wet it is a sign of a leaking heater core. That in itself isn't that much of a problem, but it leads to loss of coolant and thus cooking the motor.
