What model is your RR? There are 2 tools to choose from, one with a male end, one female. Remove the damper and look down into the piston tube and you should be able to determine which it is as the needle holder should have either a slot in it, or a raised flat section to fit the female end of the adjusting tool. I can send you one to borrow if you like, ozpost is reasonably quick.
Also, remove the piston assembly from each carb and check the diaphragm, and whether or not someone has adjusted them too far as the needle holder could've dropped off the thread, and it will be extremely lean then:0
