Even if fresh over time all of the electrical connections will corrode.
I have a friend who is an insurance adjuster who will write off any modern car with water damage over the dash.
So your problem could be anywhere in the wiring loom.

For whatever reason it wouldn`t start it is most probable the low compression will be from fuel washing the bores in your attempts to start it .
It is unlikley that you will get such even low compressions from both banks and all cylinders from a mechanical fault as long as it is getting enough air .
eg . check the aircleaner/intake for blockages , a rags left behind a small animal ?

Tried the thing with the oil and the compression dropped to 29. I ended up hooking it to the crumble door and tow started it. All is now fine she starts and runs in her old grumbly way again. Thanks for the posts everyone. I think it may be leaking fuel into the cylinders and washing all the oil away and killing the compression.
