Bit hard to follow exactly what you are saying, but if you have the outer case of the filter with the long bolt through the hole (and preferably with a new O-ring under the head), then the spring, then the flat washer, then the filter with the hole that is a tight fit on the bolt going on first. Then screw the whole assembly on, again, with a new O-ring. Good practice is to oil the rubbing surfaces on the filter both on the bolt and the flat seal round the big hole in the element.
