I dont know enough about how the IP works, but is it possible that the fuel delivery to get to governor RPM in lower gears is less than what needs to be delivered at high LOAD?
If thats the case, then could it still be a problem with fuel restriction to the pump. With the amount of gunge that was in the inlet filter, I'm wondering if it could be a similar case with the gauze filter on pickup in the tank.
Quick test would be to grab a plastic soft drink bottle and some hose. Fill it with fuel and attach it securely in the engine bay, then run hose to inlet and outlet from the injection pump. Take it for a fang and see if it still has the same problem.

When foot flat in 5th is it surging ? Or is it just dead ?
fuel tank is new long range had only 50 litres in it so far. Foot to floor in 5th gear contant engine speed nno surging 2000 rpm. Fuel lines all new new fuel filter only didnt know about the hidden strainer. Water catcher all clean. Esily achieves 3000 in first three gears, couldnt bethe mickey thompson mud tyres :-) I will wind out the fuel screw on friday to see if this improves it... Watch this space........

If Fridays fuel screw playing does not solve the problem then maybe a turbo is the only option .... Sorry if you have already said but did it ever rev to that in the past ?
It's been a while since the car was last usedd on the road butit used to do 110 maybe 120 with a following breeze.
Didn't the early 4BD1's come in a lower power rating than the later ones?
A power rating difference that is probably entirely down to the maximum fuel screw setting.
