They are straight off the start switch according to the wiring diagram. The 4 plugs are in parallel with a bus bar across them, so all get 12v.
They draw a fair bit of current, so I'm guessing if you got 9v that you measured the voltage with the plugs connected and turned on - so were seeing a bit of voltage drop.
I'm not 100% sure how they work in terms of turning them on. Is there a half position between engine run and crank that you can hold the key at?
300tdi's had a temperature sensitive glow plug timer, so much more advanced than the Isuzu. I'm sure later engines will also be smart control.
The the Isuzu doesn't need glowing anyway unless it gets REALLY cold. Mine have never been connected.
